Facility rentals The Board of Education will permit the use of Muskogee school buildings, facilities and grounds for legitimate community activities, both school and non-school related, as determined by the Superintendent/designee. The following statute shall be the Board of Education's guide in determining the use of school facilities: The Board of Education of any school district may, under such rules and regulations and conditions as it may prescribe, open any school building and permit the use of the property belonging to such district for religious, political, literary, cultural, scientific, mechanical, or agricultural, purposes, and other purposes of general public interest and may make a reasonable charge to cover the cost of the use of such buildings and property. (Article V, Section 80, Oklahoma School Code) Facility rentals start now at the Public Relations Department. It is the responsibility on the site administrator to make sure event qualifies for the guilds of the board policy the scheduled event does not conflict with already scheduled activities. The administrator then makes arrangement to have custodial staff cover the event and forwards facility rental form to maintenance office. The Maintenance office reviews the form and schedules make necessary override on Honeywell energy management system. By following the policy the necessary charges are applied to the rental such as utilities, staff cost, management cost and the rental cost. In most cases the rental is for a school related or community activity so the rental cost is waivered and we only try to pass on expenses cost. Fire Drills It is the responsibility of each school principal to develop and carry out fire-exit drills in compliance with the following regulations. At the completion of the fire drill the administrator evaluates the evacuation process and electronically fills out the fire drill form and sends to Director of Maintenance. The Director of Maintenance consolidates all forms and forwards a copy of all drills to Assistant Fire Marshal each month. Fire drills are to be held once each month during the school year. The first drill must be held within the first ten days of school. In the event of inclement weather, drills may be postponed until weather permits. It is important to note the drills must be held during the school year. The first drill of each school year is to be an "unobstructed" drill; drills conducted during the remainder of the school year are to have one or more exits blocked, requiring teachers and students to follow an alternate route, as established for "obstructed drills".
Tornado Drills Tornado Safety Drills are to be held twice during the first two weeks of October and twice during the first two weeks of March each year per Board Policy EBCA. The first drill in October and the first drill during March should be announced drills. The second drill in October and the second drill in March should be unannounced. Drills should not be conducted during bad weather. Drills should incorporate the “Tornado Safety Procedures “.
Asbestos Management plans The asbestos management plans are maintained at the Maintenance Department with one copy current in the Superintendents’ office. The school wide access is provided utilizing the safety site of the Muskogee Schools web site. Inspections are performed every six months by the Director of Maintenance who maintains an Asbestos Management Planners License.
M.S.D.S. Section 402(1) of the Oklahoma Statutes, Title 40 Section 401 et seq includes public schools as being obligated to follow the Rules for Oklahoma Hazard Communication Standard, promulgated by the Oklahoma Commissioner of Labor. The program described in this manual has been developed so that the Muskogee Public Schools will be in compliance. An M.S.D.S. List is maintained on the safety web site for employees, parents, and patrons to access as needed. M.S.D.S. is updated when new products are brought into the warehouse for distribution to school sites. Because of its specialized curriculum and because it has a special science storage area, Muskogee High School is to utilize "School Science Laboratories A Guide To Some Hazardous Substances" which is system combines the color coding scheme developed by the J.F. Baker Chemical Company and the Flynn Scientific Storage Scheme. Assuming that outside the science field, with the possible exception of Vocational Agriculture, the quantity of hazardous substance is low, hazardous substance for all instructional areas will be stored in the science storeroom. Vocational Agriculture may develop storage in the Vo-Ag Shop but if it chooses to the teacher will follow "School Science Laboratories A Guide To Some Hazardous Substances".
